ACCE-San Diego member leader Patricia Mendoza's landlord refused rental assistance money she got from the city and still tried to evict her. How can millions of tenants like Patricia trust their landlords will take #SB91 funds? The Los Angeles Times agrees with housing justice advocates: Relief for renters must not be conditional on landlords participation. “From threats, to abusive harassment, to illegal lockouts, in the last few months we’ve seen thousands of our tenant members who have lost income and ability to pay rent face unconscionable retaliation by their landlords trying to kick them out. If federal tenant protection policies are mandatory because of the decades of evidence that landlords discriminate, such as fair housing, why would we allow landlords to opt out of a tenant protection program where the cost to society and human life could be catastrophic. Even if the majority of landlords participate, the amount of tenants left in the balance could be in the millions. JDW Enterprises and property manager, Lin Mayr, have a long history of neglecting maintenance and building upkeep, as well as harassment of low income tenants and tenants of color. They have even engaged in predatory campaigns to illegally pressure tenants to move out of rent-controlled units. Tenants have come together to create the JDW Tenants' Union to fight for our rights as tenants and to make sure no one loses their housing! The Lonay Council organized in April 2020 with the goals of cancelling rent for tenants who lost income due to COVID-19, and securing tenant protections. Landlords Linda and Mohammad ignored the council’s negotiation attempts, and sold units with striking residents. These sales, and re-locations, reduced the strike to a few households. These households have made coordinated offers to Landlords Linda and Mohammad to close out rent debt, but have so far been ignored.
